According to the Learning plans documentation quote, individual learning plan and competencies. A draft learning plan can be sent for approval to create an active learning plan from the draft. Note that this capability is not set for any of the default roles. I have worked that out and set it so they can view their own drafts but its not even offering them a button to do so so maybe its not working.
Next question though - is it possible for individual learning plan and competencies user to make commentary against each of the competencies.

Currently, my student can see the templates, but the only action options are below: Even if I give the student role permission to "manage learning plan templates" which I would be loathe to do on a real systemthey do not have an option to enroll in a learning plan template or basically create their own learning plan from a learning plan template.

I am looking to do something similar with the permissions, where students would be able to enroll themselves in a learning plan but not have the full capability that comes with "manage learning plan templates".
